The Phillies finalized a one-year, $4.5 million contract with right-hander Roberto Hernandez on Wednesday.
The deal, which includes performance and award bonuses, was announced by general manager Ruben Amaro Jr.
Hernandez, formerly known as Fausto Carmona, went 6-13 with a 4.89 ERA in 32 appearances (24 starts) last season with the Rays.
Amaro said the incoming starter will be in the rotation alongside Cole Hamels, Cliff Lee, Kyle Kendrick and likely Miguel Alfredo Gonzalez.
